Government Relations Government Relations Standing Committee: Makes public policy recommendations to the Alliance Board, oversees the Transportation & Land Use and Education committees and the Pacific Northwest International Trade Association Council. Transportation Committee: Develops and reviews public policy proposals on the broad range of transportation systems, mass transit, freight mobility and fair and adequate transportation funding. Education Committee: Develops and reviews policy proposals on K-12, undergraduate and post-graduate education. Pacific Northwest International Trade Association (PNITA) Council: Advocates and educates on issues to enhance international trade and remove barriers to global competition.

Economic Development Economic Development Standing Committee: Oversees the Alliance's efforts to promote the economic vitality of the Central City and the region and the functions of the following councils and committees:
Manufacturing Committee: Advocates on issues to enhance the manufacturing sector of the city and regional economy. Small Business Prosperity Committee: Works on implementation of the Small Business Prosperity Strategy developed by the Alliance, city, neighborhood and business organizations.
Central City Central City Standing Committee: Provides leadership in maintaining the appearance, safety and function of the Central City to keep it clean, safe and attractive. Oversees the following committees and councils:
Downtown Retail Council: Conducts cooperative retail promotions. Oversees implementation of the Downtown Retail Strategy and represents the collective interests of downtown retailers to elected governmental bodies. Operates the downtown Business Improvement District. Members must be restaurateurs, hoteliers or retailers inside the downtown Business Improvement District. Marketing Committee: Helps develop and execute the City of Portland's downtown marketing plan and partners with other organizations on region-wide marketing initiatives. Advises the Alliance on member and community communications strategies. Public Safety Committee: Develops and reviews Central City public-safety oriented initiatives, policies and programs. Development Committee: Develops and reviews initiatives, programs and policies related to public spaces, land use, development and housing issues unique to the Central City. PDC Budget Review Task Force: Works with the Alliance's government relations department to conduct periodic reviews of the Portland Development Commission's Urban Renewal Area budget.
Membership Membership Standing Committee: Promotes Alliance membership by developing and promoting programs and assisting new and current members so they receive maximum value from membership. Oversees the following councils and committees:
Leadership Portland Committee: Interviews and selects class participants, reviews and creates curriculum, requirements, and project guidelines and presents qualified candidates for graduation. President's Council: Council members act as membership mentors and assist in member retention. Council oversees and solicits sponsors for many of the Alliance's member programs and events. Opportunity Knocks Committee: Recruits team participants and trains volunteer facilitators for peer-to-peer problem-solving for small business owners and operators.
Membership Task Forces: Top 10 Growth Awards: Gathers and evaluates applications, then determines winners for annual growth awards. (Active October through April.) Golf Scramble: Plans and executes annual golf scramble held in September. (Active April through September.) Chair's Cup: Plans and executives annual June golf event for region's top business leaders. (Active December through June.)
