Downtown Clean & Safe District is the new name for Business
Improvement District
For
more than 20 years, downtown Portland has been kept clean
and safe thanks to the Business Improvement District created
and funded by downtown property owners. The board that oversees
the district recently decided that the district's name should
better reflect its work and is now calling it the Clean &
Safe District.
The
district includes 213 blocks in the central city and is funded
by property owners to support additional cleaning, security,
market research, retail recruitment and retention efforts.

Mike Kuykendall heads to Portland Police Bureau
On
August 2, about 100 people wished Mike Kuykendall well as
he ended his five-year tenure with the Alliance to join the
Portland Police Bureau as its new Director of Services.
During
Mike's time with the Alliance, he oversaw all activities related
to the Clean & Safe District, supervising the cleaning and
security teams, navigating the Alliance through difficult
livability issues and building relationships with many stakeholders
throughout the Central City. The Clean & Safe District board
formed a search committee to find a new Vice President of
Downtown Services. The board expects to make a new hire in
the next few weeks.

Clean & Safe Security
We welcome
Vince Jarmer as the new Central Precinct Commander.
Commander Jarmer has a wide range of experience with issues
and recently headed the TriMet unit. Commander Jarmer is very
knowledgeable about downtown issues and will be a great asset.
Portland
Police Mounted Patrol, Clean & Safe police bicycle officers,
the Street Crimes Unit and other patrol officers are making
a concerted effort to keep the MAX platforms clear near SW
6th and Morrison Streets and in other areas of the Mall and
cross-Mall. They also are attempting to educate minors and
other youth about appropriate sidewalk behavior and the importance
of civility, while also arresting where appropriate for various
alcohol and drug offenses in a zero tolerance effort to improve
the streetscape.
The Multnomah
County District Attorney is finalizing prosecution guidelines
regarding petty crimes in the county. Budget shortfalls have
caused the District Attorney to cut staff positions and re-evaluate
prosecuting open alcohol containers, public urination, shoplifting
and minor crimes that are important to downtown livability.
We are continuing to work with the District Attorney and police
on these issues.
Clean
& Safe Director Norm Sharp recently spotted a U-Haul van being
driven erratically and noted that the driver appeared to be
intoxicated while moving south on 3rd Avenue. The driver was
stopping 50 feet from intersections and staring while the
back door of the van was up with whiskey bottles exposed.
The police were called via 911 and the driver was stopped
and arrested for DUII. The driver had a blood alcohol level
of .24, which is three times the legal limit to drive. Great
job, Norm!

made over 16,271 citizen contacts in July. These include:

Clean & Safe Maintenance Program
On July
19, the downtown area and lower eastside were victims of a
graffiti tagger. This individual is named and known nationwide
for his tags. Cleaning supervisor Matt Bellet found a spray
can matching the tag color and turned it over to police for
fingerprinting. On July 21, the tagger, Samuel Lehtinin, was
taken into custody. He is responsible for at least 100 tags
in the Clean & Safe District and is facing additional robbery
and vehicle code charges, along with numerous out-of-state
charges. Clean & Safe was featured on KOIN for its clean up
of the graffiti.

Westside Community Court Program
Neighborhood
Based District Attorney Update: The Neighborhood District
Attorney assistant reviewed 212 criminal cases for prosecution.
The Neighbor DA subsequently issued 198 cases, with 14 cases
ended in non-complaints.
Westside
Community Court: Bryan Dillon, our court coordinator,
recently spoke to 20 high school students who are involved
in Summer Youth Connect as they toured the Clean & Safe program
with 'feet on the street'. Thanks, Bryan, your information
was well received.
Community

Westside
Community Court Work Crew statistics for July: The cigarette
butt count continues! A relief crew leader got a competitive
urge and picked up over 7,200 cigarette butts on July 20.
A health benefit of this project is that several former crewmembers
report they have quit smoking. A monthly total of over 35,000
cigarette butts were removed from the District.

6.
Sidewalk Ambassadors
In July,
the Ambassadors kicked off their new Twitter page. Check out
event listings, hot sales tips and restaurant recommendations
@AmbassadorsPDX. In addition, the Ambassadors made over three
dozen business, hotel and retail visits. During their visits
they dropped off Dining Guides, Clean & Safe cards and Alliance
information.
While
at the kiosk last month, the Ambassadors met more than 1,300
visitors from around the world including Europe, Asia, Africa
and South America. The bicycle kiosk staff chatted with over
520 visitors and made deliveries of maps and brochures all
over the Clean & Safe District. Great job, Green Team!
On July
17, the Ambassadors participated in the Stumptown Challenge,
a team driven competition that involved way finding, Portland
trivia and history in the Downtown area. The Ambassadors reported
a great learning experience.

7.
Fashion's Night Out
Downtown
Portland has been approved as a host city for Fashion's Night
Out this year. Fashion's Night Out will take place on Friday,
September 10 and will feature 20 retail participants within
the retail core and West End District, with highlights including
fashion presentations at Director Park, free pedicab rides
to participating stores, Smart Park parking discount, a raffle
for a downtown prize package with proceeds benefiting New
Avenues for Youth, goody bags featuring products and American
Express gifts cards with values starting at $25 and an after
party at the Nines Hotel. Retailers will host events in their
stores that evening ranging from new product launches, trunk
shows and designer appearances.
Last fall,
Vogue Magazine spearheaded Fashion's Night Out, an event in
New York City and other major fashion capitals throughout
the world. Fashion's Night Out encourages customers to come
out and celebrate the start of the fall season with fashion
presentations, personal appearances by designers and celebrities,
live music, food and drink.
